top end rebuild, now it's bogging??

Just done a top end rebuild on my cr250 2002. Only done it as piston and rings had served their time,bike was running fine. Ive used a wiseco piston and rings.run them both in but bogs out at low revs.plug is very oily.any suggestions please need
